Wagon Sets
There are many ways how a set of wagons can be designed. Here we show several ways how it can be achieved that all current and future cargos can be transported with at least one wagon. We will attempt this with as few exceptions from the class system as possible.
There are certain situations where you can decide whether a cargo should be transportable in multiple wagons (in following called "permissive") or in only one wagon (in following called "restrictive") at the same time.
A rule of thumb is: Every class should appear at least once in the OR mask, and use the AND NOT mask sparsely. If a class appears in the AND NOT mask, then it should appear once in an OR mask with an empty AND NOT mask, otherwise you risk circular exclusions.
For example, if one wagon has an OR mask of "Liquid", and an AND NOT mask of "Air Freight", and another wagon has an OR mask of "Air Freight", and an AND NOT mask of "Liquid", then neither of the wagons is refittable to BEER.
Small Set
The small set contains only 5 different wagons, and is especially representative for early railways (before 1900), when the development of specialised wagons was not necessary or possible yet.
